Counted on 16 September 2026 in our database, by place of performance, current version of each notice only. A notice that names two countries counts in both.
Estonia runs its entire procurement process — notice, tender, contract and review — on a single mandatory platform, the Riigihangete register (public procurement register), operated by the State Shared Service Centre (RTK) for the Ministry of Finance. It also covers simplified and small-value procurements, and a large share of the below-threshold market is found only here. The register acts as eSender for TED, so notices above the EU thresholds appear there as well. Notices are in Estonian, some with an unofficial English translation entered by the contracting authority.
TenderCatcher reads the register’s open data, published under CC BY 4.0 as monthly files in eForms: contract notices with their changes, and award notices. No registration is needed. The file for the current month grows every day, so new notices arrive while the month is still running rather than at its end. The files do contain duplicate entries; we recognise them by their content and take each notice only once. Tender documents and submission stay in the register.
Titles and short descriptions are translated, so Estonian tenders above and below the EU thresholds can be searched in your language and followed through a search campaign.

The EU thresholds for 2026 and 2027
Above EUR 140,000 for supplies and services of central government, EUR 216,000 for those of other public buyers and EUR 5,404,000 for works, a notice has to appear on TED (Delegated Regulation (EU) 2025/2152). Below those values, national rules decide where — and that is where most contracts are.
