Portugal keeps a mandatory central register. Every public contract, direct awards included, is reported to the Portal BASE, run by the institute IMPIC — either by the contracting authority itself or through the certified e-procurement platforms. It covers the mainland, the Azores and Madeira, above and below the EU thresholds. Procedure notices are published in the Diário da República, Series II, Part L, while the procedures themselves run on e-procurement platforms such as Vortal, where details require a login. Above the thresholds, notices also go to TED.
TenderCatcher reads the notices of the Portal BASE from its open data on dados.gov.pt, around 33,500 a year. One thing to know: BASE publishes them as an annual file that is updated once a week, and a notice reaches it two to nine days after its publication. Portuguese tenders therefore arrive later with us than those of most other countries — for short deadlines, the notice in the Diário da República is quicker. Contract awards are not part of this file.

The EU thresholds for 2026 and 2027
Above EUR 140,000 for supplies and services of central government, EUR 216,000 for those of other public buyers and EUR 5,404,000 for works, a notice has to appear on TED (Delegated Regulation (EU) 2025/2152). Below those values, national rules decide where — and that is where most contracts are.
