In Romania, every procedure — direct awards through the catalogue included — goes through the electronic public procurement system SEAP/SICAP at e-licitatie.ro. It is operated by the Authority for the Digitalisation of Romania (ADR), with the National Agency for Public Procurement (ANAP) as the supervising body. Romania is among the larger publishers on TED, so a good part of its above-threshold market is visible there already.

The EU thresholds for 2026 and 2027
Above EUR 140,000 for supplies and services of central government, EUR 216,000 for those of other public buyers and EUR 5,404,000 for works, a notice has to appear on TED (Delegated Regulation (EU) 2025/2152). Below those values, national rules decide where — and that is where most contracts are.
