Malta’s Department of Contracts, part of the Ministry for Finance, runs etenders.gov.mt, the mandatory platform for the full procurement lifecycle, from the call for tenders onwards. It uses the same ePPS software as Cyprus. Notices are published in English, with Maltese alongside, so most of them can be read without any translation at all.

The EU thresholds for 2026 and 2027
Above EUR 140,000 for supplies and services of central government, EUR 216,000 for those of other public buyers and EUR 5,404,000 for works, a notice has to appear on TED (Delegated Regulation (EU) 2025/2152). Below those values, national rules decide where — and that is where most contracts are.
