from the national platform, not from TED

Counted on 16 September 2026 in our database, by place of performance, current version of each notice only. A notice that names two countries counts in both.

Finland’s mandatory notice platform is Hilma (hankintailmoitukset.fi), owned by the Ministry of Finance and operated by Hansel. It carries both national and EU notices — prior information notices, contract notices, corrections, awards and market consultations — in eForms. Notices above the EU thresholds are passed on from Hilma to TED; national ones stay on Hilma. Notices are published in Finnish or Swedish, EU notices sometimes in English. Tender submission runs through separate systems such as Cloudia, whose notices appear via Hilma.

TenderCatcher reads Hilma directly, twice a day: contract notices, prior information notices, procurement plans and national transparency notices — with the deadline, the CPV codes, the place of performance and a link to the original. Two in five Finnish notices are national and never reach TED, so this is where the difference is made; notices above the thresholds also appear in TED, and we match the two so that a procedure reaches you once and not twice. Where the buyer has written a Swedish or English version, you get it as published.

A search campaign reports new Finnish tenders by email — together with your other markets, in one message.

The EU thresholds for 2026 and 2027

Above EUR 140,000 for supplies and services of central government, EUR 216,000 for those of other public buyers and EUR 5,404,000 for works, a notice has to appear on TED (Delegated Regulation (EU) 2025/2152). Below those values, national rules decide where — and that is where most contracts are.
